三峡大学留学生公寓管理暂行办法Interim Provisions on the Management of Overseas Students Apartment in Three Gorges University
留学生公寓是广大留学生学习、生活的重要场所,为共同营造留学生公寓文明、有序、整洁、优雅的环境,特对留学生公寓管理作如下规定: The Overseas Students Apartment is an important place for the overseas students to study and live in. In order to create a civilized, order, tidy and elegant environment, the provisions on the management of overseas students’ apartment are especially provided as follows:
1.住宿管理 1. The Management of Accommodation 1.1所有留学生在校住宿,必须凭自己的有效证件和留学生管理部门的证明办理住宿登记。留学生办理完住宿手续后,方能进入指定的宿舍。 1.1 All the students should live in the dormitory and complete registration procedures with valid documentation and the certificates provided by Overseas Students’ Management Office. Only after finishing the procedure, the students can live in the appointed dormitory. 1.2留学生住宿按“男女生分楼栋居住”的原则由留学生管理办公室进行统一安排。留学生必须按指定房间住宿,不得私自调换寝室,不得强占房间,不得私自转让或转租他人。 1.2 The accommodation of overseas students will be arranged by the Overseas Students Management Office, which should be based on the principle that the girls and boys live separately. Students should live in the appointed dormitories, and it is not allowed to change the rooms privately, to occupy the rooms forcibly and to rent the rooms to others. 1.3留学生需办理退寝手续应提前三天通知公寓管理员,由公寓工作人员清点寝室设备,办理退寝手续。如设备损坏、丢失应负责照价赔偿,离开时应保持寝室公共财产、设施完好及寝室卫生整洁。若发现故意破坏公共设施,学校将追究相应责任。无故三日内不能退寝者,公寓将强制搬出。 1.3 If overseas students need to check out, the dormitory administrators from dormitory office should be notified three days in advance. The duty officer will check all the facilities in the dormitories before finishing the procedure. The students should pay for the facilities if they are broken or lost. All the public properties and facilities of the dormitory should be kept intact and the room should be kept tidy. The university will pursue the responsibility if the management office finds the students break the public facilities on purpose. The management office will compel the students to move out if the students cannot check out for certain reasons within three days.
2、设备管理 2. Equipment Management 2.1寝室家具及室外设施等均为学校财产,任何人不得随意破坏和损坏。留学生公寓办公室负责公寓内设施设备的日常管理工作,对家具、设施统一进行编号、登记、建卡、立账。并经常对室内家具、设施进行检查、维修,保证家具、设施完好。 2.1 The furniture in dormitories and the outdoor facilities are the properties of the university, anyone can not be allowed to destroy or break casually. The Overseas Students Dormitory Management Office is in charge of the daily management of the facilities and equipment of the dorm. The facilities and equipment are numbered, registered in cards and accounted. In order to ensure the good condition of the facilities and equipment, the management office will frequently check and maintain the furniture and equipment in the dorms. 2.2学生对室内家具、设施负有妥善保管、使用权利。未经许可,不得私自拆卸。不准随意挪动宿舍内的各类物品。 2.2 Students have the rights to keep and use the furniture and facilities in the dorms. Students must not disassemble them in private without allowance. All kinds of facilities in the dorms are not allowed to be moved casually. 2.3学生入住时应对配备给个人的家具进行清点,并在《留学生宿舍室内设施标配表》签字确认,入住后要妥善保护,不得损坏丢失,不得对其它公共设施进行人为破坏。损坏公物、家具须照价赔偿或加价赔偿,价格详见《留学生宿舍室内设施标配表》。 2.3 The students should count the furniture which is equipped for you when you check in and sign on the Table of Standard Collocation of Facilities in Overseas Students Dormitory. All the facilities should be protected carefully and not allowed to be damaged or broken. Other public facilities also must not be broken on purpose. If the students damage the public facilities or the furniture, you should compensate according to the cost or higher than the cost. The specific price can be found out on the Table of Standard Collocation of Facilities in Overseas Students Dormitory. 2.4学生若发现家具、设施不全或自然损坏的,应及时向楼栋值班员报告,留学生办公室将及时进行补充或维修。 2.4 If the students find the future and the facilities missing or out of order, you should report to the duty worker in time. The Overseas Students Management Office will supplement or repair in time. 2.5因学生人为原因导致宿舍、厨房、客厅大门不能正常开启,学生应承担开锁及维修、更换锁具费用。 2.5 If the locks of the dorms, kitchens or the living rooms cannot be opened normally due to the personal reasons of the students, the students should pay for the unlocking, maintenance and the change of the locks. 2.6学生乘坐电梯时,应遵守《乘客须知》不得在电梯内嬉戏、打闹,不得损坏电梯内公共设施,不得乱涂乱画、乱丢垃圾、随地吐痰,如有上述行为将赔偿损失,并承担一切后果。 2.6 Students should abide by the Instructions on the Lift Use when you are taking the lift. Students are not allowed to play, quarrel, fight, break the public facilities, scribble, litter and spit inside the lift. If the above behaviors are found, students should compensate and take the full responsibilities.
3.安全管理 3 Safety Management 3.1留学生应自觉维护学生公寓的安全,增强安全意识,提高防范能力和自我管理能力。遇有坏人侵扰、偷窃、伤害,应及时报告值班员或安全员并保护现场。 3.1 Overseas students should maintain the security of the students’ dormitories consciously and enhance the safety awareness. You should also strengthen the preparedness and the ability of self-management. If there are some lawless people disturbing, stealing or hurting the students, you should report to the duty worker or the security guard in time and preserve the site. 3.2增强消防安全意识,学生公寓禁止下列行为,违者将交国际交流处、相关学院及保卫处进行严肃处理。 3.2 Students should enhance the fire safety awareness. The following behaviors are forbidden in the students’ apartments. If someone violates, s/he will be dealt with seriously by Department of International Relations, the relevant colleges and the Security Department. 3.2.1禁止使用电熨斗、热得快、电炉、电热毯等电加热器。 3.2.1 It is forbidden to use electric iron, heater, electric stove, electric blanket and so on. 3.2.2禁止焚烧纸张、杂物,在寝室内吸烟。 3.2.2 It is forbidden to burn the paper, the sundries and to smoke in the dorms. 3.2.3禁止酗酒、赌博、打架斗殴。 3.2.3 It is forbidden to indulge in drinking, gamble and fight. 3.2.4禁止将易燃、易爆、易腐蚀、剧毒、细菌、病毒标本或具有放射性危险物品以及宠物等带入公寓。 3.2.4 It is forbidden to bring the inflammable, explosive, corrosive and virulent things into the apartments. Bacteria, virus samples, radioactive things and pets are also forbidden in the apartments. 3.2.5禁止私自修理供电设施和各类电器设施。 3.2.5 It is forbidden to repair the electricity supply facilities and other kinds of electric appliances privately. 3.2.6禁止私自搬运、拆卸破坏消防器材。 3.2.6 It is forbidden to move, disassemble or break the fire-fighting equipment in private. 3.3宿舍门卡由留学生公寓管理办公室统一配备,留学生须妥善保管。若门卡丢失,应及时报告管理员,严禁留学生将门卡转借本宿舍以外的人员,防止财务丢失,若因门卡转借他人而丢失物品,公寓不承担赔偿责任。 3.3 The door cards are provided by the Overseas Students Management Office, students should keep them properly. If the cards are lost, students should report to the duty worker in time, and it is forbidden to lend the cards to the persons who live in other rooms. The apartment will not take the responsibility of compensation if the students’ possessions are lost because of the above situation. 3.4自觉树立防范意识妥善保管好自己的钱物,现金及时储存,养成离开宿舍或睡觉时锁门、关窗的好习惯。如自己保管不善,造成个人财务损失的,公寓不承担赔偿责任。 3.4 Students should establish the prevention awareness consciously and take good care of the property. The cash should be deposited in time. Students should develop the good habit of locking the doors and closing the windows when you are leaving or sleeping. The apartments will not take the responsibility of compensation if the personal properties are lost because of the inappropriate storage by the students. 3.5留学生使用厨房必须遵守《厨房使用规定》,确保安全消除火灾隐患。 3.5 Overseas students must abide by the provisions of Using Kitchen when the kitchens are being used. Students must assure the safety and the elimination of the fire potential.
4.留学生放假回国须在留学生公寓值班室登记,在校学习期间需长时间外出必须书面报相关学院审批,国际合作交流处备案,到留学生公寓值班室登记后方可离校。 4. Students should register in the duty office when you go back to the country during the holiday. If students need to be out of university for a long time, first, you must be examined and approved in written form by the relevant colleges. Second, The Department of International Relations will put on records. Finally, students should register in the duty office. Only after that, the students can leave the university.
5.水电管理 5 Water and Electricity Management 5.1学生水电管理实行据实收费的原则。每月查抄水电表,收取水电费,如不按时缴纳水电费,将作停电处理,直至取消门卡。 5.1 The water and electricity management of students implements the principle of actual collection. The water and electricity meters will be checked and the charges will be collected monthly. If the students do not pay for the fees on time, the electricity will be cut off until the door card canceled. 5.2学生应自觉维护学生公寓的水电、各类设施设备,发现问题及时到值班室报修,禁止擅自修理或拆卸。 5.2 Students should preserve the power utilities and other facilities in the students’ apartment. If the problems are found, students should report to the duty office in time and it is forbidden to repair or disassemble without authorization.
6.卫生管理 6 Hygiene Management 6.1留学生公寓公共场所的清洁由留学生公寓办公室派工作人员负责打扫,宿舍、厨房、客厅内的清洁由学生自行打扫。 6.1 The public places of the overseas students’ apartments will be cleaned by the workers appointed by the dormitory management office, and the students’ rooms, kitchens and living rooms should be cleaned by themselves. 6.2宿舍清扫的垃圾装袋后放至楼下垃圾桶内,不得随意抛掷,不得将垃圾堆放在宿舍门口和走道内,应保持室内干净整洁、通风,走廊24小时无垃圾。 6.2 The rubbish produced in the dorms should be put in the garbage bags and thrown into the trash cans downstairs. It is forbidden to throw the garbage casually and pile them near the doors of the dorms or in the corridors. Students should keep the room’s clean, tidy, ventilation and non-garbage for 24 hours. 6.3禁止在走廊内泼水,乱倒饭菜,乱扔杂物,禁止往楼外泼倒污水杂物,不得在墙上乱涂乱画。 6.3 It is forbidden to pour the water in the corridor, throw the waste food and rubbish casually. It is forbidden to pour the waste water and throw the rubbish out of the building. Students must not scrabble on the wall. 6.4禁止向马桶、洗手池、厨房洗碗池等排水设施内倾倒垃圾及杂物(剩饭、剩菜),如因人为造成马桶、下水管道堵塞的,疏通费用自行支付。 6.4 It is forbidden to throw the rubbish and the waste things such as food or dishes into closestool, washbasin, washing-up sink and other drainage facilities. If the closestool or sewer is blocked because of man-made causes, students should pay for it by themselves. 6.5留学生楼的过道、走廊等公共区域不得堆放各种杂物,违者留学生公寓有权作为废弃物进行处理。 6.5 It is forbidden to pile up all kinds of sundries in the hallways and corridors or other public areas in the overseas students’ buildings. The overseas students’ apartment has the right to deal with the waste things if the violation happens. 6.6留学生办理离寝前,需将寝室卫生、各类洁具(马桶、洗脸池等)打扫干净,并将垃圾清理到垃圾桶内。 6.6 Students should clean up the dorms and all kinds of sanitary fittings such as closestools and wash basins before checking out. The rubbish should be thrown into the garbage cans. 6.7讲究公共道德,严禁在公共场所吸烟,严禁随地吐痰。 6.7 Pay attention to the public morality and it is forbidden to smoke or split in the public places. 7.秩序管理 7. Discipline Management 7.1三峡大学尊重留学生的宗教信仰,留学生必须服从留学生公寓管理办公室管理。留学生不得利用公寓从事违反我国法律和三峡大学校规的活动。 7.1 Three Gorges University respects the religious faith of overseas students, and students must obey the management of the Overseas Students Management Office. Students are not allowed to engage in the activities which are against Chinese laws and school rules in the apartments. 7.2留学生聚会、节日庆祝需向各学院、国际处、保卫处逐级申请,将书面申请交留学生公寓管理办公室后方可在指定区域进行,不得影响其他同学的休息。 7.2 If the students need to have a party or celebrate the festivals, the application should be handed in to the belonging colleges, the Department of International Relations and the Security Department orderly. The written application should be handed in to the Overseas Students Management Office finally and the activities can be held in the appointed areas on the condition that other students are not disturbed. 7.3留学生在公寓内应举止文明、礼貌相待,不得在楼内大声喧哗、打闹以及进行其他妨碍他人学习、休息的活动。 7.3 Overseas students should be polite and behave well in the apartments, and it is forbidden to make noises loudly or quarrel and fight noisily or engage in some other activities which disturb other students’ study and rest. 7.4严禁私自撬门、换寝室和占用空床位。 7.4 It is forbidden to break the locks, change the dorms and occupy the available beds privately. 7.5严禁在公寓内外摔砸物品、乱扔杂物、踢球。 7.5 It is forbidden to smash things, throw the waste things casually and play balls in the apartments. 7.6宿舍内不准留宿任何人。 7.6 Anyone must not stay overnight in the dorms except the members of the dorms. 7.7学生公寓设安全员、接待服务员24小时值班早上6:30开门,晚23:00锁门。留学生必须在23:00前归寝,23:00后(未经老师同意)禁止外出。 7.7 The safety guards and the reception workers are on duty for 24 hours. The door will be opened at 6:30 and closed at 23:00. Overseas students must return to the apartment before 23:00 and you are not allowed to go out without teacher’s permission. 7.8禁止无证驾驶机动车辆,禁止在公寓内飙车。所有车辆按要求停放在指定位置。 7.8 It is forbidden to drive the vehicles without licenses and race the vehicles. All the vehicles should be parked in the appointed places. 7.9禁止散发、张贴反动宣传品,禁止观赏、放映淫秽录像和光盘。 7.9 It is forbidden to distribute and put up the reactionary things. It is forbidden to watch and play the pornographic videos and disks. 7.10留学生应尊重中国人民生活习惯,不得肆意挑起事端,违者将报相关学院、国际交流合作处和保卫处进行严肃处理。 7.10 Overseas students should respect the living habits of Chinese people. It is not allowed to provoke dispute without reasons. The students who violate this item will be reported to the related colleges, the Department of International Relations and the Security Department.
8.留学生会客制度 8 Provisions on Visitors for Overseas Students 8.1来访者到公寓会客,必须带有效证件在前台登记(有效证件包括:身份证、护照、学生证、工作证)。登记后方可进入学生房间会客,没有证件者可在大厅会客。 8.1 The visitors must register in the reception desk with valid documentation including identity card, passport, student card or work card. Only after registration, they can come in. The visitors can meet the students in the hall if they do not have valid documentation. 8.2本楼会客时间:周一至周五:9:00—21:00;节假日: 9:00—21:30。 8.2 The time for visiting: Monday-Friday: 9:00—21:00;Holidays and Festivals:9:00—21:30. 8.3来访者请先到服务台告知被访者姓名、与其关系、房间号等,经服务台查实被访者确在房内,并经本人同意后,探访者方能凭证件登记进入。值班人员保存好来访者的有效证件。来访者离楼时取回有效证件。 8.3 The Visitor need to tell the duty worker the name, the relation with the student and the room number of the student who will be visited. Only after confirming that the student is in the room, the visitor can come into the apartment by using his or her valid documentation. The duty worker keeps the visitor’s valid documentation and returns it to him or her after leaving. 8.4请您在来访者进入房间之前确认其身份。如有不明身份者试图进入您的房间,请立即通知前台,联系电话:A楼6691140 B楼6691085 8.4 Please confirm the visitor’s identity before s/he comes into your room. If you find any stranger tries to enter your room, please notify the duty worker at the reception desk. Contact number: Building A 6691140 Building B 6691085. 8.5会客时间到,接待服务员应核实是否有未离开人员,如有立即予以劝离,本楼在住学生禁止留宿非本楼人员。 8.5 When the visiting time is over, the duty worker at the reception desk should check whether the visitor leaves or not. If the visitor does not leave, the duty worker should persuade him or her to leave. You are forbidden to keep anyone who does not live in this building overnight. 8.6此规定适用于所有来访者,本楼安全员及接待服务员有权按此规定进行查问、劝阻、督促。对拒不执行、无理纠缠以致影响服务员正常工作违反治安管理者,报学校保卫处进行处理。 8.6 This provision applies to all the visitors. The safeguards of the buildings and the duty workers at reception desk have the right to question, persuade or urge visitors or students to do so according to the provision. For those who go against it or influence the work of the duty workers and violate the security administration in the apartments, we will report to the Security Department.
9.维修管理 9. Maintenance Management 9.1寝室中有设施损坏,学生应到大厅报修并填写报修记录。 9.1 Students should ask for the repair service in the hall of each building and fill in the record if the facilities in your dorms are broken. 9.2若发现故意损坏公共设施和寝室设施,一律照价赔偿。 9.2 Students should compensate according to the cost if the facilities in the public areas and dorms are broken on purpose. 9.3寝室中更换马桶盖、热水器漏保线、疏通下水道、淋浴喷头(软管)需学生付钱,公寓不承担费用。 9.3 Students should pay the fees themselves if the toilet lids and the electricity leakage protecting wires for the electric water heater need changing the sewer needs dredging and shower head (flexible pipe). The apartment will not be responsible for the expense.
10附则 10 Supplementary Articles 10.1本规定自2011年9月1日起施行。 10.1 This provision is implemented on Sep 1st, 2011. 10.2本规定由三峡大学留学生公寓管理办公室负责解释。 10.2 The Overseas Student Management Office is responsible for the explanation of this provision.
